The idea here is to have a sense for these relationships but also to see the ways in which planning plays a part in the program. Which city, county, state, or federal entities have regulatory power over the program? For example, in some places you need a permit to have an urban garden that sells produce: who issues that permit? Explain what power these decision-makers have over the program and whether there are or have been challenges related to the processes of getting permits or in administering the program. How is the program funded and do those funders have any decision-making power over the program? Is the program expanding or planning a new project? If so, explain the decision makers.
